The legislators just passed a bill to help the condo associations and the housing market.: Florida law no longer requires owners to purchase insurance coverage. Associations of condos over 75 Ft. high aren't required to retrofit sprinkler systems. Lenders must pay more of pass due assessments on foreclosed properties. Change from 6 mos to 12 months Associations may deny owners or occupants the use of common areas and recreational amenites when the owner is more than 90 days delinquent in paying financial obigations due to the association. and Associations may divert tenant rents to pay for delinquent assessments owed by unit owners.

Apartment industry continues recovery

Market conditions continued to improve for the multifamily industry across all areas, according to the latest National Multi Housing Council (NMHC) Quarterly Survey of Apartment Market Conditions. For the seventh time in the last eight quarters, all four indexes – Market Tightness, Sales Volume, Equity Financing and Debt Financing – were at or above 50, indicating growth from the previous quarter.

Fannie Mae gains more short-sales authority

Five mortgage insurers have granted Fannie Mae mortgage servicers the authority to complete a short sale or deeds in lieu of foreclosure without getting their separate approval.
Traditionally, mortgage insurance groups have had to give the OK before a short sale can be processed on a property with a guaranteed loan. Now, without that extra step, Fannie mortgage servicers may be able to speed up short sale approvals on Fannie-backed loans.

Rate on 30-year mortgage falls to record 3.87%.

WASHINGTON – Feb 3, 2012 – The average rate on the 30-year fixed mortgage fell this week to a record low, the ninth time that has happened in the last year. Even with the cheapest rates in history, the housing market remains depressed.
Mortgage buyer Freddie Mac said Thursday that the rate on the 30-year loan dropped to 3.87 percent this week. That’s below the previous record of 3.88 hit two weeks ago.
The average on the 15-year fixed mortgage fell to 3.14 percent, also a record low. Records for mortgage rates date back to the 1950s.

Condo Association to Collect Dues From Renters

Under a new law homeowners association boards can go after renters for association fee when the homeowner fails to pay up. The law which took affect July 1, says homeowner associations must notify renters that their payment should be paid directly to the association, not to a landlord who has failed to pay the organization. Before people rent from a homeowner they should seek documents showing that the owner is up to date on their mortgage and association dues.
